Identify the lead-in, where the cap first picks up the bottle neck thread. Under shallow light, turn the neck and inspect where a mold joint meets that lead-in. Look for excess plastic projecting from the intended profile. A fine line at a mold joint can be visible even when there is no raised fin, so compare with the approved part and drawing.

Compare cap pickup with a known good pair
Use matching caps and keep the starting position and application method consistent. Note whether the cap catches before the first turn, begins at an angle or seats normally. Swap caps between a suspect neck and a reference neck where useful. A catch can also come from mismatch, distortion, debris or the application setup. Check those possibilities before increasing torque.
Preserve the evidence
Photograph the lead-in and mark where the protrusion is located relative to the joint. If available, record cavity and lot so repeated marks can be traced. Retain the sample before trimming. Use the agreed method to assess protrusion and fit, and check sealing separately if the component has a defined sealing requirement.
